【摘要】 最低工资是劳动者在法定工作时间或依法签订的劳动合同约定的时间内提供了正常劳动的前提下,用人单位依法支付的最低劳动报酬。最低工资制度是政府干预劳动关系的必要手段,对于满足劳动者,尤其是低收入劳动者及其家人的基本生活需求具有重要的作用。本文主要以“金融危机下最低工资标准的适度性”为研究对象,以当前我国经济企稳回升、居民生活成本上升与最低工资标准的暂缓调整之间的矛盾为突破口,着眼于最低工资标准的现状、影响因素和测算方法等方面的研究,在注重理论阐述的同时,强调了对现实问题的关注以及定量与定性研究方法的结合。本文以北京市为例,以1998-2008年间的政府统计数据为依据,采用灰色关联分析、回归分析及比例分析的研究方法,对北京市最低工资标准的适度性进行了实证研究,论证了现行最低工资标准偏低,同时采用规范分析方法,指出当前的最低工资制度在制度发展、测算方法、调整时间、执行环境和监督体系这五方面存在的问题,并给出了相应的政策建议。
【Abstract】 Minimum wage is the lowest remuneration of labor pays by the employer if the workers provide normal work in the working hours or in the hours which is agreed by the legal labor contract. Minimum wage system is a necessary means for the government intervening in the labor relations, which guarantees the basic living requirements of workers, especially low-income workers and their family.The research object of this thesis is "The Moderation of the Minimum Wage Standard in the background of Financial Crisis", and the breakthrough is the inconsistency between the steady rising of Chinese economy, the gradual rising of living costs and the suspension of minimum wage standard adjustment This thesis studies on status quo, determinants and measurement methods in terms of minimum wage standard, which emphasizes the attention to the real-life problem and the combination of the quantitative and qualitative research methods, while focusing on the explanation of the theoretical knowledge.Taking Beijing as an example, using the statistical data which is promulgates by the government in 1998-2008, this thesis makes an positive research on the moderation of minimum wage standard in Beijing, by the methods such as grey relational analysis, regression analysis and ratio analysis, and has demonstrated that the current standard is low. Then the thesis points out five problems of current minimum wage system in the aspects of system development, measurement method, adjustment cycle, execution environment and supervision system, finally, puts forward the corresponding policy recommendations.
